The purpose of applying this methodology:
- It is a testing opportunity for each entity, with respect to the implementation of labour legislation, creating the possibility of self-correction.
- Increasing the professional intelligence of labour inspectors, transparency in its decision-making, minimizing of abuse with the duty.
- Equal treatment, for non-respect of the same legal provision, on equal terms.
- Establishing standards in our work, on the orientation of inspection and inspection practice.
The matrix functionalization starts according to the criteria:
- Type of inspection (placement of NIPT, for user-employer), making the difference in the decision-making for identified violations:
- in an inspection for the first time,
- in a repeated inspection of where the violation is the first time that is evidenced
- in a repeated inspection and where despite all the counseling, the tasks left for implementation, the written warnings, the same violations of the law continue to be repeated
- in an inspection of an accident at work.
- Types of activity where it is done the differene of the level of risk which carries with it a certain activity. Currently there are 199 opportunity choices for types of activity, grouped in 9 activities according to the International Labor Office (ILO) classification. Each choice for type of activity (199 in the system) makes differentiation of the punishment measure for the same violation of the legal provision as each activity is associated with a degree of danger different from the other.

All calculations of the measure of punishment are carried out for a violation of the legal provisions of the Labour Legislation, which is already integrated in this matrix, where everyone can be informed of its provisions, classified according to:
- Labour Code provisions

- Social and health insurance
- Inspection
In each of the provisions are integrated Laws and respective DCMs come in their implementation. Currently the system has reflected 3000 violations of the provisions of Labour Legislation.

- The extent of the damage caused by the violation where there is a difference in the coefficients for calculating the punishment for legal violations, making the classification of the consequence of a violation. Only after passing these filters, every employer may have a clear penalty for a violation of the legal provisions of the Labour Legislation, which is either involuntary or inadvertent in its activity. This transparency makes them attentive to any consequence of the law with the state or to take into account any consequences for its employees and the activity.
This system is designed to be used by two actors, employers and labour inspectors, to increase everyone’s intelligence in law enforcement, and to denounce any abuse of duty.
